In the mid-twentieth century, the identity of those who oversaw the UK electricity grid tentatively and slowly began to shift from those who joined the electricity industry directly from secondary school to a university-educated elite with a higher level of technical education. At the same time, electricity infrastructure became increasingly centralised, leading to the creation of a national grid in 1938, meaning that control of electricity became concentrated in the hands of an ever-smaller group and increasing the stakes in debates (...) over strategy. By using the case studies of power engineer Paul Schiller and mathematician Maurice Davies, this paper traces how the boundaries of what mathematics could or could not be used for were renegotiated between factions within the UK electricity industry. Schiller unsuccessfully attempted to use mathematics, including the authority of academic mathematicians, to reinforce controversial arguments about the strategic direction of the industry in the 1940s. Such arguments failed to resonate with a class of, as Schiller put it, “practical men” that still held considerable influence. Davies on the other hand was employed by the industry in the 1950s to improve efficiency, and was able to implement lasting measures in this effort by using the weather to forecast electricity demand, and successfully defended the usefulness of his work in the 1970s against colleagues who felt that forecasting could be done better with mathematical models without weather inputs. The contrast between these two stories shows how the influence of mathematical thinking was contingent upon existing power dynamics, and reinforce how the history of mathematics should be socially embedded. ArgumentDuring the first half of the 1970s, climate research gained a new significance and began to be perceived within political and academic circles as being worthy of public support. Conventional explanations for this increased status include a series of climate anomalies that generated awareness and heightened concern over the potentially devastating effects of climate change. Controversial climatologist Reid Bryson was one of the first to publicly promote what he saw as a definitive link between these climate anomalies and unidirectional climate (...) change in the fall of 1973, and rising food prices in the same year gave him a platform on which to air his views to receptive senior members of the US Congress. Bryson’s testimony before a US Senate subcommittee offers a unique glimpse into how he was able to successfully resonate his agenda with that of senior politicians in a time of crisis, as well as the immediate responses of those senior US politicians upon first hearing climate change arguments. Bryson was one of the most prominent US climatologists to break a taboo against making bold climatological predictions and de-facto policy recommendations in public. As a result, although Bryson was criticized by many in the climatological community, his actions instigated the involvement of other scientists in the public arena, leading to an important elevation in US public climate discourse. The social contributors to the formation of expertise are often a taboo subject when practitioner communities interact with outsiders, making the exploration of these inputs a difficult endeavour. When exploring scientific communities, one resource that many STS and HSTM scholars can draw from is their personal experience as students of science – experts in waiting. I will draw on my personal experience as a physics student at a Russel Group university from 2014 to 2018, with a year abroad at a (...) US institution. The UK physics course instilled in me an image of physics expertise that is hyper-specialised, apolitical, and ‘pure’. This was achieved through the choice of curriculum, the content of internal displays, and the culture of the department as mediated by informal interactions. This vision of expertise resonates with corporate entities whose interests are in experts that can function as stable commodities, rather than volatile political actors. (shrink)

Talk of levels is everywhere in cognitive science. Whether it is in terms of adjudicating longstanding debates or motivating foundational concepts, one cannot go far without hearing about the need to talk at different ‘levels’. Yet in spite of its widespread application and use, the concept of levels has received little sustained attention within cognitive science. This paper provides an analysis of the various ways the notion of levels has been deployed within cognitive science. The paper begins by introducing and (...) motivating discussion via four representative accounts of levels. It then turns to outlining and relating the four accounts using two dimensions of comparison. The result is the creation of a conceptual framework that maps the logical space of levels talk, which offers an important step toward making sense of levels talk within cognitive science. (shrink)

Prevailing theories of the neural basis of at least a subset of individuals with autism spectrum disorder include an imbalance of excitatory and inhibitory neurotransmission. These circuitry imbalances are commonly probed in adults using auditory steady-state responses to elicit coherent electrophysiological responses from intact circuitry. Challenges to the ASSR methodology occur during development, where the optimal ASSR driving frequency may be unknown. An alternative approach is the amplitude-modulated sweep in which the amplitude of a tone is modulated as a sweep (...) from 10 to 100 Hz over the course of ∼15 s. Phase synchrony of evoked responses, measured via intra-trial coherence, is recorded as a function of frequency. We applied such AM sweep stimuli bilaterally to 40 typically developing and 80 children with ASD, aged 6–18 years. Diagnoses were confirmed by DSM-5 criteria as well as autism diagnostic observation schedule observational assessment. Stimuli were presented binaurally during MEG recording and consisted of 20 AM swept stimuli with a duration of ∼30 s each. Peak intra-trial coherence values and peak response frequencies of source modeled responses were examined. First, the phase synchrony or inter-trial coherence of the ASSR is diminished in ASD; second, hemispheric bias in the ASSR, observed in typical development, is maintained in ASD, and third, that the frequency at which the peak response is obtained varies on an individual basis, in part dependent on age, and with altered developmental trajectories in ASD vs. TD. Finally, there appears an association between auditory steady-state phase synchrony and clinical assessment of language ability/impairment. We concluded that the AM sweep stimulus provides a mechanism for probing ASSR in an unbiased fashion, during developmental maturation of peak response frequency, peak frequencies vary, in part due to developmental age, and importantly, ITC at this peak frequency is diminished in ASD, with the degree of ITC disturbance related to clinically assessed language impairment. Philosophical exploration of individualism and externalism in the cognitive sciences most recently has been focused on general evaluations of these two views (Adams & Aizawa 2008, Rupert 2008, Wilson 2004, Clark 2008). Here we return to broaden an earlier phase of the debate between individualists and externalists about cognition, one that considered in detail particular theories, such as those in developmental psychology (Patterson 1991) and the computational theory of vision (Burge 1986, Segal 1989). Music cognition is an area in the (...) cognitive sciences that has received little attention from philosophers, though it has relatively recently been thrown into the externalist spotlight (Cochrane 2008, Kruger 2014, Kersten forthcoming). Given that individualism can be thought of as a kind of paradigm for research on cognition, we provide a brief overview of the field of music cognition and individualistic tendencies within the field (sections 2 and 3) before turning to consider externalist alternatives to individualistic paradigms (section 4-5) and then arguing for a qualified form of externalism about music cognition (section 6). The role of editorial staff in shaping early climate change narratives has been underexplored and deserves more attention. During the 1970s, the epistemological underpinnings of the production of knowledge on climate change were contested between scientists who favoured computer-based atmospheric simulations and those who were more interested in investigating the long-term history of climatic changes. Although the former group later became predominant in the Intergovernmental Panel on Climate Change during the 1980s, the latter had a sizable influence over climate discourse (...) during the 1970s. Of these, one of the key popularizers of climate discourse during the 1970s was the British climatologist Hubert Lamb (1913–97). The correspondence between Lamb and journal editors who gatekept and curated different audiences helped craft resonant messages about climate change and its potential effects, and we explore Lamb's interactions with editors of Nature, the UNESCO Courier, The Ecologist and Development Forum in the 1973–4 period. Through understanding how climate change discussion was influenced by editors, we gain an insight into how such narratives had to be adjusted to fit into pre-existing discourses before their importance was more widely established, and how these adjustments helped shape conceptualizations of climate change as a global, human-caused phenomenon and a source of universal threat. Richard Boyd and Robert Adams have both developed semantic accounts of moral terms based on Hilary Putnam's causal regulation theory for natural kind terms, according to which the terms in question refer to the properties which predominantly causally regulated the terms. However, Terence Horgan and Mark Timmons have mounted an objection to Boyd's semantics—their Moral Twin Earth argument. If this argument is successful against Boyd then it might be thought that it should also be successful against Adams, given the (...) similarity between their semantic accounts. I will argue in this essay that Adams's semantics is sufficiently different from Boyd's to enable him to survive Moral Twin Earth, but that he is vulnerable to a modified version of Moral Twin Earth that I describe. Infant and young child electrophysiology studies have provided information regarding the maturation of face-encoding neural processes. A limitation of previous research is that very few studies have examined face-encoding processes in children 12–48 months of age, a developmental period characterized by rapid changes in the ability to encode facial information. The present study sought to fill this gap in the literature via a longitudinal study examining the maturation of a primary node in the face-encoding network—the left and right fusiform gyrus. (...) Whole-brain magnetoencephalography data were obtained from 25 infants with typical development at 4–12 months, and with follow-up MEG exams every ∼12 months until 3–4 years old. Children were presented with color images of Face stimuli and visual noise images that served as Non-Face stimuli. Using distributed source modeling, left and right face-sensitive FFG evoked waveforms were obtained from each child at each visit, with face-sensitive activity identified via examining the difference between the Non-Face and Face FFG timecourses. Before 24 months of age the face-sensitive FFG M290 response was the dominant response, observed in the left and right FFG ∼250–450 ms post-stimulus. By 3–4 years old, the left and right face-sensitive FFG response occurred at a latency consistent with a face-sensitive M170 response ∼100–250 ms post-stimulus. Face-sensitive left and right FFG peak latencies decreased as a function of age, and with an adult-like FFG latency observed at 3–4 years old. Study findings thus showed face-sensitive FFG maturational changes across the first 4 years of life. Whereas a face-sensitive M290 response was observed under 2 years of age, by 3–4 years old, an adult-like face-sensitive M170 response was observed bilaterally. Future studies evaluating the maturation of face-sensitive FFG activity in infants at risk for neurodevelopmental disorders are of interest, with the present findings suggesting age-specific face-sensitive neural markers of a priori interest. Extended cognition holds that cognitive processes sometimes leak into the world (Dawson, 2013). A recent trend among proponents of extended cognition has been to put pressure on phenomena thought to be safe havens for internalists (Sneddon, 2011; Wilson, 2010; Wilson & Lenart, 2014). This paper attempts to continue this trend by arguing that music perception is an extended phenomenon. It is claimed that because music perception involves the detection of musical invariants within an “acoustic array”, the interaction between the auditory (...) system and the musical invariants can be characterized as an extended computational cognitive system. In articulating this view, the work of J. J. Gibson (1966, 1986) and Robert Wilson (1994, 1995, 2004) is drawn on. The view is defended from several objections and its implications outlined. The paper concludes with a comparison to Krueger’s (2014) view of the “musically extended emotional mind”. (shrink)

The social location of each would play a crucial role as each "builds" the character of Jesus in dialogue with Luke's story.

In “Why We Need Friendly AI”, Luke Muehlhauser and Nick Bostrom propose that for our species to survive the impending rise of superintelligent AIs, we need to ensure that they would be human-friendly. This discussion note offers a more natural but bleaker outlook: that in the end, if these AIs do arise, they won’t be that friendly.

In three previous articles2 I have investigated St. Bonaventure of Bagnoregio's dependence on and independence from Hugh of St. Cher in his Commentary on the Gospel of Luke. I concluded that Bonaventure creatively borrowed from Hugh.3 In those studies I began with Bonaventure's text and looked backwards at the commentary of his older contemporary. In this study I begin with Hugh's commentary and see what Bonaventure creatively adapted, abridged or omitted from it. From many possible texts in Luke's (...) Gospel I have selected Luke 16:19-31, the parable of Lazarus and the rich man, which by the 13th century had a rich interpretive tradition. The name and publications of the very talented Pietro Delcorno are familiar to those who read Franciscan Studies. For example, in 2010 and 2011 he published his two-part study of the Franciscan preacher Johann Meder: "Un sermonario illustrato nella Basilea del Narrenschiff: Il Quadragesimale novum de filio prodigo di Johann Meder," FS 68 : 215-58 and FS 69 : 403-75. In “Different Cultures, Different Rationalities” Stephen Lukes weighs in on the controversies concerning the killing of Captain Cook by Hawaiians and what it says about the role of rationality assumptions in translation. While at first seeming to adopt a Davidsonian anti-relativist position concerning the enabling role of assumptions of common rationality in interpretation, Lukes rejects Davidson’s view, and opts instead for a “totalizing” strategy inspired by Mauss. This twelfth volume of Correspondence contains authoritative and fully annotated texts of all known letters sent both to and from Bentham between July 1824 and June 1828. The 301 letters, most of which have never before been published, have been collected from archives, public and private, in Britain, the United States of America, Switzerland, France, Japan, and elsewhere, as well as from the major collections of Bentham Papers at University College London Library and the British Library.In mid-1824 Bentham was still (...) preoccupied with the Greek struggle for independence against Turkey, though his active involvement waned as he became disenchanted with the behaviour of the deputies sent to London by the Greek National Assembly. His international reputation was reflected in his continuing contact with Simón Bolívar and Bernardino Rivadavia in South America, and with John Quincy Adams, John Neal, Henry Wheaton, and others in the United States, and his forging of new contacts in Guatemala, India, and Egypt. In the autumn of 1825 he visited France, where he stayed with Jean Baptiste Say and La Fayette, and was fêted by the French liberals.Bentham made considerable progress drafting material for his pannomion, or complete code of laws, and in particular for his Constitutional and Procedure Codes, while John Stuart Mill edited the massive Rationale of Judicial Evidence. Bentham became increasingly active in the cause of law reform, and exchanged a series of letters on the subject with Robert Peel, the Home Secretary, and Henry Brougham. He maintained his friendships with John and Sarah Austin, George and Harriet Grote, James and John Stuart Mill, John Bowring, Joseph Hume, Francis Burdett, Francis Place, and Joseph Parkes, re-established contact with the third Marquis of Lansdowne, son of his old friend the first Marquis, and made new acquaintances in James Humphreys, Sutton Sharpe, and Albany Fonblanque. This article traces the meaning of κατάλυμά and πανδοχεῖον in available Roman-Egypt papyri, the LXX, early-Jewish literature, and Greek writings to determine the meaning of πανδοχεῖον [inn] used in Luke 10:34. It is argued that a lexical study of κατάλυμά and πανδοχεῖον and available information on travel in the ancient world indicate that there is no evidence for the so-called non-commercial inns in the ancient world and that commercial inns and innkeepers, in principle, were all ‘bad’. In conclusion, the (...) implications of this understanding of πανδοχεῖον and πανδοκεύς (Lk 10:34, 35) for the possible intended meaning of the parable are discussed, a conclusion that begs further research regarding the identity of the protagonist in the parable. Luke’s story of Pentecost gathers into itself many biblical motifs having to do with the work of the Spirit, which creates and re-creates communities of faith, even if it remains out of their control. Trinity Sunday returns us to the richness of Scripture’s reflections on God, where we find the constant feature to be the claim that, in all God’s doing, God acts for us and for our salvation.

This book is devoted to the work of Robert A. Dahl, who passed away in 2014. Dahl was one of the most important American political scientists and normative democratic theorists of the post-war era, and he was also an influential teacher who mentored some of the most significant academics of the next two generations of American political science. As an incredibly productive scholar he had a career that spanned more than half a century, his first book was published in (...) 1950 his last was in 2007 at the age of 92. As a political scientist, he was respected even by those who were critical of his works. This theoretical significance and profound influence is reflected in the collection of chapters in this volume, which reads like a ‘who’s who’ of the contemporary US political science scene. His co-author Bruce Stinebrickner documents the evolution of his and Dahl’s seminal text, _Modern Political Analysis_ and how it became the standard introduction to American political science for nearly fifty years. Katharine MacKinnon’s chapter is of significance for its insights upon Dahl and also represents a succinct statement of a feminist reading and critique of contemporary political science. Steven Lukes contributes a highly concise statement of the difference between one-dimensional and three-dimensional power. This work will be a standard reference work for any researchers or those interested in the work of Robert Dahl, among both established academics and students. In his 1840 translation of the Gospel of Luke from English into Setswana, Robert Moffat transfers Western numerals, geographic words and biblical names to Setswana. In this article, it is argued that in this translation, we see the beginning of the colonisation of Setswana. Furthermore, it is argued that in this translation, Moffat used epistemic privilege and the performance of power to facilitate the process of epistemicide on the linguistic heritage of Batswana and its indigenous knowledge system through (...) an act of colonisation.Contribution: The article applies an intersection of theoretical lenses, namely decoloniality and the Foucauldian notion of power, as its frames of reference in analysing the 1840 English–Setswana Gospel of Luke. In her article on ‘translating ngaka’ (diviner-healer), Musa Dube argues that in the writings of Robert Moffat and subsequently in his translation of the Bible into Setswana, the person of the ngaka, rather than being portrayed as occupying a central and positive role in Setswana culture, is relegated to a marginal position and is even depicted as evil and an imposter. The article seeks to argue that firstly, there is a fundamental connection between ngaka and bogwera in Setswana tradition. (...) This is because ngaka performed the rite of initiation and was a central figure in the circumcision (rupa) of those undergoing the rite of imitation. Secondly, in his 1857 English–Setswana Bible Moffat alters the word bogwera in Luke 2:21. In representing and translating bogwera as circumcision in Luke 2:21 Moffat rewrites and reorders the political, economic and religious beliefs of Batswana. It is in the transmogrification of bogwera in Luke 2:21 that an act of hybridisation and creolisation takes place through the ordering of the Batswana cosmology and culture. I would further argue that not only did this marginalisation colour the perceptions of the Batswana regarding bogwera, but also that the translated text was used as a tool to disrupt, marginalise, replace, subvert and colonise the spiritual spaces of the Batswana. Furthermore, the article attempts to critically engage with the translated text from an ideological criticism within postcolonial theory, engaging with the fundamental question: why did Moffat translate and alter bogwera as circumcision rather than using the proper word which is rupa (circumcision)? Selected letters published in the newspaper Mahoko a Becwana (Words of Batswana) are quoted and discussed, as it is in these letters that we are confronted with an act of hybridisation and creolisation. The letters also point to the effects of such a translation and transmogrification as a discursive tool to reorder and to pervert the Batswana cosmology and culture. In translating and altering circumcision as bogwera Moffat performs an act of mutation of meaning. It is in this morphing of bogwera into something that is charged with negativity in order to reorder and rewrite through an exercise of transmutation that Moffat attempts to subvert and to indoctrinate, resulting in the subversion of the spiritual spaces of Batswana.
